South 7 Hwy Area Development
Perhaps the area experiencing the greatest change and creating the most impact on Blue Springs and Eastern Jackson County is the South Development Area of Blue Springs that is located along 7 Highway from Moreland School Road south three miles to Colbern Road, which lies at the intersection of Lee's Summit, Lake Lotawana and Blue Springs municipal boundaries.

The City of Blue Springs annexed 2,000 acres in 2003, which increased the city's land mass by 20% for a total of 21.5 square miles. This annexation was expected to be developed over a 20-25 year timeframe as municipal infrastructure was extended, but due to several developers assessing themselves through a Neighborhood Improvement District, the area was able to be improved in 2006 with more than $30 million worth of sewer extensions and plant expansions. Coupled with the sewer improvements the City was able to attract both State and Federal highway dollars to widen 7 Highway which will be eight lanes at Colbern Road and 7 Highway. The result of the $50 million of public infrastructure and road improvements has been a rapid acceleration of home and commercial and retail development in 1,600 acres of the annexed land.

The City is planning for the South Development Area to deliver 4,000-4,500 new residential homes and 150 new businesses with a Wal-Mart Supercenter already having purchased land at Colbern Road and 7 Highway, and plans are preparing for the second big box retailer with the smaller retail shops, banks and restaurants now buying sites. This area's development will contribute over $1.5 billion of new capital investment to Blue Springs and Eastern Jackson County, while creating a host of residential living choices planned by the developers from starter housing through single family, executive residences, maintenance free, apartments and senior housing.
